A Lift Modernisation Programme hoarding in Fook Tsui House, Wan Tsui Estate and being replaced by Otis under this program in 2014[1]. The former elevator was a 1980 Kone Marryat Scott traction elevator.

Lift Modernisation Programme (or Lift Modernisation Project[2], Chinese: 公共屋邨更新升降機設施計劃) is a program run by the Hong Kong Housing Authority (HA) in Hong Kong, China[3] since 1995[4]. It is a project which modernize elevators (they called these projects are Lift Modernisation, Chinese: 升降機現代化工程) at Public Housing Estate blocks (or Public Rental Housing(s), PRH(s)) which most of the flats were built over 25 years. This programme is also working with Lift Addition Programme since 2009 for the Barrier Free Access (BFA) 2008 standard[5]. In this programme, HA replace about 100 elevators in every years[6].

Overview

In the 1970s, a large amount of Public Housing Estates were built. All of them have only two to three elevators serving from ground floor (or the floors are being an entrance, all the elevators stops here) and all floors (only one elevator stop on specific floors) except the top floor and the 1 floor above and under the entrance level[7][8][9].

Beginning in the 21st century, HA started the Lift Modernisation Programme for existing Public Housing Estate blocks[10] to replace existing elevator systems to modern elevator systems to provide better, safer and more reliable elevator services and accessibility for Public Housing Estate residents[11]. Elevators modernized under this program have received the following specifications (by every individual tenders):

  • New cabs.
  • Fixtures; buttons (all supplied by Dewhurst[12]) and bar-type LED floor indicators (provided by either elevator companies themselves or generic elevator component companies component).
  • Automated voice guidance (with Cantonese, English and Putunghua[13]).
  • Intercom connected between elevators, lobby security counter[14]/security room[15]/shroff office[16] and machine room/MRL control panel.
  • Lowered car operating panels and call button panels.
  • Full infra-red sensors on the elevator doors.[17]
  • Some blocks may also need to make an elevator entrance for which floors without elevator services (almost all elevators modernized served top floor).

Additionally, Public Housing Estate blocks built in the 2010s and all elevators installed under Lift Addition Programme in the 2010s have similar standard elevators but they have different cab design in every individual tenders.[18]

Before 1970s

Before 1970, most of the Public Housing Estate blocks in Hong Kong built by HA were built with elevators that only serve some floors to meet privacy[19] and to reduce construction costs (but almost these buildings has already demolished). All elevator fixtures were supplied by their own elevator companies (may replaced to the Dewhurst fixtures before they were demolished, but some of elevators used vandal-resistant version of the  floor buttons and round call buttons both with small light-bulb but not as common as their original 1990s ones). 1970s to early 1980s

In the 1970s, a large amount of Public Housing Estates completed. All of them are only two to three elevators served from ground floor (or the floors are being an entrance, all the elevators stop here) and all floors (only one elevator stop on specific floors) except the top floor and the 1 floor both above and under the entrance level[7][8][9]. In this era, Dewhurst fixtures (all of them are US81, including floor and directional indicators) were becoming common in this period but some elevators in some blocks were still using elevator fixtures provided by their own elevator companies[21].

In the late 1970s, HA published the sets of standard Public Housing Estate blocks also use this serving schemes in 1970s.

Currently, these blocks built in this-era (if the building still exist and not sold to the residents under the Tenant Purchase Scheme[22] and the shopping centre not sold to The Link Properties) has been almost replaced by the Lift Modernisation Programme.

Mid-1980s to early 1990s

In the mid 1980s, HA has published another sets of standard Public Housing Estate blocks and Home Ownership Scheme (HOS) blocks. These new sets listed that blocks have all the floors served with at least two elevators except the top floor when some buildings built near the Hong Kong International Airport in Kai Tak. They just only leave the top floor, do not have any elevator services[23][24]. On that period, Dewhurst fixtures were standard for the Public Housing Estate blocks and their shopping centre but the floor and directional indicators have been changed to UL200 series, buttons are also changed from US81 stainless steel to US81 with braille[25]. Closed-circuit television (or security camera) also included in the Public Housing Estate blocks both for newly-installed and the existing elevators but they didn't install that in public elevators. They also start to replace some of the elevator shaft door in some buildings to match the triangle-shaped door key since that is a standard configuration.

1990s

Started with 1990s, HA has published another new sets of standard Public Housing Estate blocks and HOS blocks. All blocks now have 2 to 6 elevators (for the variants of the buildings height and elevator zoning scheme) except the top floor when some buildings built near the Hong Kong International Airport in Kai Tak. They just only leave the top floor, do not have any elevator services until 1998 the airport moved to Chek Lap Kok[26]. Capacity in the standard Public Housing Estate blocks and HOS blocks has been reduced to not exceeding 1000kg (or about 13 persons). On that period, they were still using Dewhurst fixtures in almost every buildings[27] except some themed shopping centres[28].

2000s

In 2000, HA has changed to new standard floor indicator configurations, with a digital-segmented floor indicator on the middle and the directional arrows beside the floor indicator, Not only Dewhurst, Epco-liked digital-segmented floor indicator also founded in some Public Housing Estates but the buttons are still using Dewhurst (only changed from US81 braille to US90-15)[29] or using newer STEP buttons (EB268)[30], this except the arrival lanterns provided by the elevator companies, usually Sigma[31]. As the government suspended to build new HOS blocks in 2005, this standard was ended for the HOS blocks.

Also begin in this period of the Lift Modernisation Programme are already using long, bar-type LED floor indicators. These indicators were provided by either elevator companies themselves or generic elevator component companies. All of the buttons were still using Dewhurst[32].

In the late 2000s, All the public elevators were added a new digital security camera and replace all existing security camera in the elevators to digital ones.

2010s to current

In 2012, HA has changed to the long, bar-type LED floor indicators either provided by elevator companies themselves or using the generic elevator component companies component (except some special buildings are using 2000s standard) but the buttons are still using Dewhurst[33] or STEP[34]. Elevators installed under Lift Modernisation Programme are also following this standard. Started with the same year, they hold a Barrier Free Access related work, to replace some floor indicator inside the elevators[35], lower the car operating panels and call button panels[36], additional full-height door sensors[37] and add/replace intercom system for the elevators installed around 1970s to 1990s and not yet being apart of either Lift Modernisation Programme or redevelopment plan[38]. The standard of this work are similar to newly installed elevators in that period (both PRH[39] and HOS blocks since the government resume the HOS in 2012).

In few shopping centre like Domain Mall[40], they have LCD floor indicators as for some of the themed shopping centre situations but the buttons are still using Dewhurst.

List of elevator companies which eligible to apply HA tenders

Here is a list of the elevator companies which eligible to apply HA tenders, as well as also applied for other government tenders.

Otis Tenders mainly got during 1980s - 2010s. It also maintain some companies installed by General Electric Company (GEC, see section below) and Falconi (Tenders got in 1980s).
Schindler Tenders mainly got during 1960s, 1980s - 2010s.
Shan On Engineering Company which supplying Sabiem elevators. Tenders mainly got during 1980s - 2000s. Electra Vitoria elevators only supplied for other government managed facilities.
Sigma Tenders mainly got during 1980s - 2010s when it still being GoldStar and LG.
ThyssenKrupp Tenders mainly got during 1990s - 2010s when it still being Bongear Engineering (begainning with Thyssen).

List of elevator companies which was eligible to apply HA tenders

Here is a list of the elevator companies which was eligible to apply HA tenders and other government tenders before they defunct.

General Electric Company (GEC) Company which supplying Express (direct supply from their company) and Fiam (supplying relationship) elevators and Thyssen escalators. Tenders mainly got during 1980s - 2000. Fiam elevators (supplied in 1980s - 1990s by GEC and under GEC Fiam name) in HA are currently maintained by Kone but other government buildings are currently maintained by Otis when this company taken over by Kone. The Express elevators (supplied in 1960s - 2000 by GEC and under GEC Express name) in HA and other government buildings are currently maintained by Otis when the whole GEC in Hong Kong was taken over by Otis in 1999. Thyssen escalators (supplied in 1999 by GEC only) originally maintained by Otis but handover to current ThyssenKrupp in 2 years later.
