A Lift Modernisation Programme hoarding in Fook Tsui House, Wan Tsui Estate and being replaced by Otis under this program in 2014[1]. The former elevator was a 1980 Kone Marryat Scott traction elevator.

Lift Modernisation Programme (or Lift Modernisation Project[2], Chinese: 公共屋邨更新升降機設施計劃 or 升降機現代化計劃[3]) is a program run by the Hong Kong Housing Authority (HA) in Hong Kong, China[4] since 1995[5]. It is a project which replace elevators (they called these projects are Lift Modernisation, Chinese: 升降機現代化工程) at Public Housing Estate blocks (or Public Rental Housing(s), PRH(s)) which most of the flats were built over 25 years[6]. This programme is also working with Lift Addition Programme since 2009 for the "Design Manual: Barrier Free Access 2008 (設計手冊:暢通無阻的通道 2008, BFA 2008)" standard[7]. In this programme, HA replace about 100 elevators in every years[8].

Overview[]

In the 1970s, a large amount of Public Housing Estates were built. All of them have only two to three elevators serving from ground floor (or the floors are being an entrance, all the elevators stops here) and all floors (only one elevator stop on specific floors) except the top floor and the 1 floor above and under the entrance level[9][10][11].

Beginning in the 21st century, HA started the Lift Modernisation Programme for existing Public Housing Estate blocks[12] to replace existing elevator systems to modern elevator systems to provide better, safer and more reliable elevator services and accessibility for Public Housing Estate residents[13]. Elevators modernized under this program have received the following specifications (by every individual tenders):

  • New cabs.
  • Fixtures; buttons (all supplied by either Dewhurst or Everbright) and bar-type LED floor indicators (provided by non-proprietary elevator component companies component).
  • Automated voice guidance (with Cantonese, English and Putunghua[14], usually provided by Tonic Electronic Engineering).
  • Intercom connected between elevators, lobby security counter[15]/security room[16]/shroff office[17] and machine room/MRL control panel.
  • Lowered car operating panels and call button panels.
  • Full infra-red sensors on the elevator doors.[18]
  • Some blocks may also need to make an elevator entrance for which floors without elevator services (almost all elevators modernized served top floor).
  • Tiled floor in the elevators since 2014.

Additionally, Public Housing Estate blocks built in the 2010s and all elevators installed under Lift Addition Programme in the 2010s have similar standard elevators but they have different cab design in every individual tenders.[19]

Timeline of elevator specifications for Public Housing Estate blocks[]

Before 1970s[]

Before 1970, most of the Public Housing Estate blocks in Hong Kong built by HA were built with elevators that only serve some floors to meet privacy[20] and to reduce construction costs (but almost these buildings has already demolished). All elevator fixtures were supplied by their own elevator companies (may replaced to the Dewhurst fixtures before they were demolished, but some of elevators used vandal-resistant version of the  floor buttons and round call buttons both with small light-bulb but not as common as their original 1990s ones). [21]

Currently, these blocks built in this-era (if the building still exist and the shopping centre not sold to the Link Properties, GAW Capital or other property owners) has been almost replaced by the Lift Modernisation Programme, with the serving floors rearrangement.

1970s to early 1980s[]

In the 1970s, a large amount of Public Housing Estates completed. All of them are only two to three elevators served from ground floor (or the floors are being an entrance, all the elevators stop here) and all floors (only one elevator stop on specific floors) except the top floor and the 1 floor both above and under the entrance level[9][10][11]. In this era, Dewhurst fixtures (all of them are US81, including floor and directional indicators) were becoming common in this period but some elevators in some blocks were still using elevator fixtures provided by their own elevator companies[22]. The elevator speed are usually either 1.5 or 1.75 m/s[23].

In the late 1970s, HA published the sets of standard Public Housing Estate blocks also use this serving schemes in 1970s.

Currently, these blocks built in this-era (if the building still exist and not sold to the residents under the Tenant Purchase Scheme[24] and the shopping centre not sold to the Link Properties, GAW Capital or other property owners) has been almost replaced by the Lift Modernisation Programme, may include the serving floors rearrangement.

Mid-1980s to early 1990s (Implementation of AD 1984)[]

In the mid 1980s, HA has published another sets of standard Public Housing Estate blocks and Home Ownership Scheme (HOS, Chinese: 居者有其屋計劃) blocks. These new sets listed that blocks have all the floors served with at least two elevators except the top floor when some buildings built near the Hong Kong International Airport in Kai Tak. They just only leave the top floor, do not have any elevator services[25][26]. On that period, Dewhurst fixtures were standard for the Public Housing Estate blocks and their shopping centre but the floor and directional indicators have been changed to UL200 series, buttons are also changed from US81 stainless steel to US81 with braille[27] and the floor designators installed on the door jamb, for the implementation of "Design Manual: Access for The Disabled 1984 (設計手冊:傷殘人士使用的通道 1984, AD 1984)" by Building Development Department and imported form the United Kingdom. Closed-circuit television (or security camera) also included in the Public Housing Estate blocks both for newly-installed and the existing elevators but they didn't install that in public elevators. They also start to replace some of the elevator shaft door in some buildings to match the triangle-shaped door key since that is a standard configuration. The elevator speed are also increased up to 2.5 m/s[28].

1990s[]

Started with 1990s, HA has published another new sets of standard Public Housing Estate blocks and HOS blocks. All blocks now have 2 to 6 elevators (for the variants of the buildings height and elevator zoning scheme) except the top floor when some buildings built near the Hong Kong International Airport in Kai Tak. They just only leave the top floor, do not have any elevator services until 1998 the airport moved to Chek Lap Kok[29]. Capacity in the standard Public Housing Estate blocks and HOS blocks has been reduced to not exceeding 1000kg (or about 13 persons). On that period, they were still using Dewhurst fixtures in almost every buildings[30] except some themed shopping centres[31].

1999 to 2008 (Implementation of BFA 1997)[]

In 1999, HA has changed to new standard floor indicator configurations, with a digital-segmented floor indicator on the middle and the directional arrows beside the floor indicator, Not only Dewhurst, C. E. Electronics, Tonic Electronic Engineering or even Drucegrove[32] digital-segmented floor indicator also founded in some Public Housing Estates but the buttons are still using Dewhurst (only changed from US81 braille to US90-15)[33] or using newer Everbright buttons[34], this except Sigma which include the arrival lanterns provided by the elevator companies[35] until 2012. All the new Public Housing Estate blocks and HOS blocks built in this period also implemented with photo-eyes between the bumpers and car doors, floor announcement (mainly supplied by Tonic Electronic Engineering) also contained to meet the "Design Manual: Barrier Free Access 1997 (設計手冊:暢通無阻的通道 1997, BFA 1997)" standard by Buildings Department. As the government suspended to build new HOS blocks in 2005, this standard was ended for the HOS blocks. The elevator speed are also increased up to 4 m/s, depending how tall of the buildings are[36].

Also begin in this period of the Lift Modernisation Programme are already using long, bar-type LED floor indicators. These indicators provided by non-proprietary elevator component companies. All of the buttons were still using Dewhurst[37].

In 2002, some of old elevator which have been replace some floor indicator inside and outside the elevators during to improve the security system in public housing blocks[38][39][40].

In the late 2000s, All the public elevators were added a new digital security camera and replace all existing security camera in the elevators to digital ones.

2009 to current (Implementation of BFA 2008)[]

In late 2000s, which the buildings being a part of the Lift Modernisation Programme, several elevator companies implemented the elevator installation without scaffold, to decrease the risk of the industrial accident when the new elevators are installing[44][45].

In 2010, Putunghua floor announcement support and full-height door sensors on bumpers beginning in the new Public Housing Estate blocks built in 2010 or later to meet the "Design Manual: Barrier Free Access 2008 (設計手冊:暢通無阻的通道 2008, BFA 2008)" standard by Buildings Department.

In 2012, HA has changed to the long, bar-type LED floor indicators that manufactured by non-proprietary elevator component companies component (except some special buildings are using 2000s standard) but the buttons are still using Dewhurst[46] or Everbright[47]. Elevators installed under Lift Modernisation Programme are also following this standard. Started with the same year, they hold a Barrier Free Access related work, to replace some floor indicator inside the elevators[48], lower the car operating panels and call button panels[49], additional full-height door sensors[50] and add/replace intercom system for the elevators installed around 1970s to 1990s and not yet being apart of either Lift Modernisation Programme or redevelopment plan[51]. The standard of this work are similar to newly installed elevators in that period (both PRH[52] and HOS[53] blocks since the government resume the HOS in 2012).

In few shopping centre like Domain Mall[54], they have LCD floor indicators as for some of the themed shopping centre situations but the buttons are still using Dewhurst.

In 2013, elevators equipped with the gearless traction machine and regenerative converter is being a compulsory standard. Which firstly implemented in the Kai Ching Estate in Kai Tak[55][56][57].

In 2015, HA has changed to the inspection cabinet with the switches from the "Cleaner's use" keyswitch.

In 2016, HA allow several elevator companies to apply the car call cancellation in the elevators[53].

Elevators installed under Private Sector Participation Scheme of the Home Ownership Scheme[]

Private Sector Participation Scheme (PSPS, Chinese: 私人機構參建居屋計劃) of the Home Ownership Scheme (HOS) is not much followed under HA standard. For the buildings built before late-1980s, the elevator companies which can using their own fixtures in the elevators. However, the buildings built after late-1980s which needed to follow the "Design Manual: Access for The Disabled 1984 (AD 1984)" by Building Development Department. This also implemented for the buildings built after 1998 which needed to follow the "Design Manual: Barrier Free Access 1997 (BFA 1997)" by Buildings Department. As same as the reason of the government suspended to build new HOS blocks in 2005, this standard was also ended for the PSPS blocks.

List of elevator companies which eligible to apply HA tenders[]

Here is a list of the elevator companies which eligible to apply HA tenders, as they already entitled listed to the HA List of Lift and Escalator Contractors (房委會升降機及自動梯承辦商名冊. Divided with "Group E (escalator)" and "Group L (lift)"), as well as also applied for other government tenders. The listed companies are also mostly being a member of "The Lift & Escalator Contractors Association" (LECA)[58].

Chevalier Company which supplying Dong Yang, Toshiba elevators and escalators to HA[60]. Tenders mainly got during 1970s - 2010s, 2021 - 2023.
Fujitec Tenders mainly got during 1970s - 2000s, 2013.
Hitachi Tenders mainly got during 1960s - 1990s, 2001[61] - 2010s, 2021, 2023, 2024.
Kone Tenders mainly got during 1990s - 2022. Beginning with Marryat & Scott and Kone Marryat Scott (Tenders got in 1980s).
Mitsubishi Tenders mainly got during 1960s - 2010s, 2021 - 2024
Otis Tenders mainly got during 1960s - 2010s, 2021 - 2024. It also maintain some elevators installed by General Electric Company (GEC, see section below) and Falconi (Tenders got in 1980s).
For the components pre-qualification reason, the door components installed since late 2000s using Wittur Hydra Plus. However, the other government buildings projects can be used with Sematic since 2015.

Company which supplying Sabiem elevators. Tenders mainly got during 1960s - 2003, they installed Kone equipment since 1990. Upper Ngau Tau Kok Estate (Redeveloped Phase 1) is their last regular elevator project obtained from HA[62]. Electra Vitoria elevators only supplied for other government managed facilities[63].
The new regular elevator tenders no longer received when this company has been taken over by Kone in Hong Kong, China in December 8, 2017[64], but not for the Accessible Stair Lift, as they still have new installation in 2019.
Schindler Tenders mainly got during 1960s - 2010s, 2021 - 2023.
For the components pre-qualification reason, the door components installed since late 2000s using Wittur Hydra Plus.

Tenders mainly got during 1980s - 2010s when it still being GoldStar[65] and LG. No longer have any new installations as the reformation from Otis Hong Kong finished in 2015.

Tenders mainly got during 1990s - 2010s, 2020 - 2023 when it still being CKP or Bongear Engineering (beginning with Thyssen)[66]. It also be a main supplier for the "Lift Addition Programme" by HA[67].

List of elevator companies which was eligible to apply HA tenders[]

Here is a list of the elevator companies which was eligible to apply HA tenders and other government tenders before they defunct.

Dong Yang (Chevalier) Tenders got in 1990. No longer have new installation when this company taken over by thyssenkrupp (but not affected for the existing maintenance contracts). Only have 2 installation before the company taken over.
Falconi (Swire Engineering) Tenders got in 1980s that installed by Swire Engineering[68]. No longer have any new installations when this company taken over by Otis.
General Electric Company (GEC) Company which supplying Express (direct supply from their company) and Fiam (supplying relationship) elevators and Thyssen escalators. Tenders mainly got during 1960s - 2000. Fiam elevators (supplied in 1980s - 1990s by GEC and under GEC Fiam name) in HA are currently maintained by Kone but other government buildings are currently maintained by Otis when this company taken over by Kone[69]. The Express elevators (supplied in 1960s - 2000 by GEC and under GEC Express name[70]) in HA and other government buildings are currently maintained by Otis when the whole GEC in Hong Kong was taken over by Otis in 1999[71]. Thyssen escalators (supplied in 1999 by GEC only) originally maintained by Otis but handover to current ThyssenKrupp in 2 years later.
Marryat & Scott Tenders got in 1980s. There are some installations during that period under this name (in or before 1980) or Kone Marryat & Scott (during 1981-1985)[72]. No longer have any new installations when this company simplify to Kone until 1990s which officially using Kone's name.
